Meet The Players

Wendell Sawyer
Wendell SawyerPresident

Wendell founded Active Treatment Systems, Inc. as Clear Water Compliance Services of California, Inc. in October 2005 and is responsible for day to day operation of the business. He has over 30 years in general business management and project engineering and in his career has demonstrated success in start-ups and small business operations.

He led the introduction of the company’s water remediation services into the California market and has established relationships with supporting vendors, consulting engineers, contractors, builders and regulatory officials. He is also involved with new business development, system design, automation and data acquisition. Wendell has pioneered the use of Internet based SCADA control and water quality monitoring on ATS systems. He believes in creating true customer advocates and works hard to assure that ATS deliver’s what was promised and promptly fixes what goes wrong.

He holds a Bachelor of Science Degree in Electrical Engineering from the University of New Hampshire.

James L. Brown
James L. BrownBusiness Development Manager
Jim joined the company in February 2006 in the roles of new business development and treatment system design. He works closely with Project Managers on planning, design and layout for treatment systems.

He has over twenty-five (25) years of experience in the water treatment field and a wide range of experience with industrial water filtration, construction stormwater and groundwater remediation systems where the removal of suspended and dissolved solids is required. He has been involved in various groundwater remediation projects where VOC and TOC removal was required and those with heavy metals and hydrocarbon removal.

Jim has attended many industry related training seminars and works regularly to keep current with industry and regulatory requirements and client needs. He is frequently consulted by regulators and industry leaders on the use of new technologies in water remediation.

Ryan Lahargoue
Ryan LahargoueProject Manager

Ryan joined ATS as a Water Treatment Technician in March 2011 and is now a Project Manager responsible for significant ATS projects. Prior to joining ATS, Ryan had several years of experience in marketing, promotions and real estate management.

He holds a certificate in Hazardous Waste Operations and Emergency Response (HAZWOPER40). He has been a Certified ATS Operator since 2011, with experience in ATS implementation and operations. He is a key player and system operator on many varied dewatering projects using tried and true leading edge technologies.

Ryan earned a Bachelor’s Degree in Marketing from California State University, Sacramento, California.

Shane Kiley
Shane KileyBusiness Development Manager
Shane joined the company in October 2006 as a Water Treatment Technician. His prior experience includes small business ownership and management, construction engineering, and SWPPP inspection. Building on a solid background as an ATS Project Manager, his responsibilities have increased to include the management and support of customer relationships and creative design of large scale water treatment solutions for a wide range of water remediation requirements. As an ATS Business Development Manager, Shane finds creative ways to solve customer problems while maintaining high standards and keeping costs affordable.

His certifications include Hazardous Waste Operations and Emergency Response (HAZWOPER40) and Mine Safety and Health Administration (MSHA), Certified Professional in Erosion & Sediment Control (CPESC), QSD & QSP and several water distribution and transmission certifications. He has received training in CESF Treatment System Operations and Storm Water Pollution Prevention and Planning and is a Certified ATS Operator and Trainer with 8 years of ATS design, implementation and operations and 7 years as an ATS trainer.

Shane earned a Bachelor’s Degree in Political Science from California State University, Sacramento, California.

Dan Palmer
Dan PalmerOperations Manager
Dan joined ATS as Operations Manager in January of 2015. He is an experienced General Manager with over 15 years in the management of construction related disciplines and stand-alone business unit functions. Prior to joining ATS, Dan spent over ten years in landscape construction and maintenance and lake management including water quality monitoring. He had direct responsibility for client relations, contract negotiation, estimating for field operations, project management, equipment acquisition and maintenance.

He is active in industry associations and holds certificates in related disciplines. He schedules and directs the companies’ Certified ATS Operators on many varied dewatering projects using tried and true and leading edge technologies.

Dan earned a Bachelor’s Degree in Political Science from UC Davis.

Walter Vernon Slater
Walter Vernon SlaterProject Scientist
Vernon joined the company as a Water Treatment Technician in October 2007. He has over eleven years of laboratory experience, ten years of maintenance experience and four years of drinking water treatment experience. He holds a Water Treatment Operation Specialist Certification issued by CSU Sacramento. His other qualifications include a California Department of Health Grade T2 Water Treatment Operator license, CESF Treatment System operations training, Worker Occupational Safety and Health Specialist training, and API Work Safe training.

Vern is the company Project Scientist and Training Coordinator. He is responsible for Lab Operations and shop related functions of inventory control and equipment tracking and maintenance.

Vernon has been involved with treatment system design, implementation and operations since 2007 and is a Certified ATS Operator and Trainer since 2007. He is also a CPESC, Certified Professional in Erosion and Sediment Control, and a QSD/QSP.

He holds an Associate of Science Degree in Chemistry from Sierra College.
